reported that CIAL is going to invest Rs.300 crore which
is incorrect as per the CIAL’s recent press release ,the
figure is Rs.3500 cr. The IT park is not of Rs 6.4 crore
but Rs. 6.40 billion
.

NOT A FLIGHT OF FANCY: The Cochin International
Airport is all set to change the way one looks at civil aviation.

Cochin: There is good news for travellers who put up with the
daily hassles of international airports in India. The Cochin
International Airport, the country’s first joint public-private
venture in civil aviation, is close to setting a benchmark.

The airport will soon emerge as India’s first airport township
with an investment of just Rs 300 crore** (its Rs3000 crore or
$640million
) .

“The government is there to give the policy support. The delays
of red-tapism and bureaucratic functioning are not here. So,
decisions are taken quickly. This is something which you
won’t find in any other airport in the country,” MD, Cochin
International Airport Limited (CIAL), S Bharath says.

Ten years down the line, the airport will have 18 different
sub-projects including, a 6.4 crore IT park-( its Rs640 crore
- what cnnibn has reported is incorrect
), a golf course, a
perishable cargo unit, half a dozen five-star hotels and an
aviation academy spread out over 1,300 acres of land.

And to top it all, there’s going to be a state-of-the-art
maintenance and hanger unit exclusively for Airbus 380.

This airport township will be funded by Kerala NRIs,
the state government and other financial institutions.
Not only will this be the first of its kind in the country,
the project will also have a huge employment potential.

“The idea is to capitalise on Kerala’s strengths.
Employment generation is the key and with the state
having such a huge human resource potential it will
not be a problem. Instead of people going all the way
to the Gulf to find a job let’s have viable employment
here,” Bharath says.

The CIAL success story has already become a case
study for professionals at the Harvard School of Economics.
The Sri Lankan government has also approached CIAL to
replicate the Cochin model for them.

Having made a huge successful economic model,
the CIAL with its new value added services hopes to
make this airport the gateway to Kerala. With plans
for an airport township already in place, the Cochin
International Airport is all set to change the way one
looks at civil aviation in the country.

Oriyas float new society in Kochi

The Oriya community living in and around have joined together to form a society by name “Utkalika” - Cochin Oriya Association.

The association has been floated solely with the purpose to promote
socio-cultural activities imbibing the spirit of mature national integration,
said a Press briefing released by the society.

The society intends to promote intellectual, moral, artistic, social,
educational and cultural advancement of members and also in the interest
of Oriya community residing in Kochi.

The first official function of the newly-launched society is going to
be celebrated as “Utkal divas” on 1st April 2007, coinciding with the
day of the formation of modern Orissa.

To commemorate the occasion, the organisation will release a souvenir to
highlight the objectives, activities and by-laws of the newly formed association
along with the publication of articles consisting of stories, poems and paintings
from eminent Oriya personalities.

Kochiites give a clarion call

KOCHI: ‘‘Enough of this. Now we need a report,’’ a group of concerned citizens tells the Corporation of Cochin. Having borne the brunt of piled up garbage and buzzing mosquitoes quite silently for a long period, they now demand answers. The onus is now on the Corporation authorities to reveal what action they have taken.

‘Clarion,’ a public activists’ forum, is filing an application with the Corporation on Saturday under the Right to Information Act seeking to know the amount they spent, the officials responsible and the action taken to remove garbage and eradicate mosquitoes.

The information provided by the Corporation will be put on the news boards set up in all 71 divisions. ‘‘The first news board will be erected at Boat Jetty Junction on February 22.

Writer M K Sanu will formally unveil the news board,’’ said M L George, general convener of Clarion. ‘‘We seek written answers from the Corporation secretary. We will publicise them and put them under social audit,’’ he said.

Ten questions have been shot off to the Corporation demanding a clear picture of the Corporation’s measures.

‘‘We are doing this since we are quite convinced that they are indifferent to the woes of Kochiites,’’ said M L George.

The total amount spent for the eradication of mosquitoes in the last five years and a month-wise report of the last two years are sought. Names and addresses of the officials in charge of mosquito eradication and waste removal are also sought.

The application under the RTI Act will be submitted to the Corporation secretary on Saturday. ‘‘If they refuse to accept the application, we will send it by registered post,’’ said Benny Joseph, general secretary of Clarion.

Upholding citizens’ ‘right to sleep,’ Clarion had earlier sprinkled salt in the canals to kill mosquitoes. The social audit is the continuation of the ‘right to sleep’ campaign.

Finally, the Chief Town Planner is taught his job.
Trying to meet political ends, his move to scuttle Kochi
by playing with FAR has been curtailed. The moron,
now will have to play by the rule. As High Court orders

before passing fresh orders as directed by the court, the government
should take into account the observations contained in this judgment
and hear the Corporation, the municipality, the representatives of
various builders, and anybody else who in the opinion of the government
would be concerned in the matter.

This blog vindicated

As on many previous ocassions this blog has been
proven correct in its observations.

But there is a difference this time.

When several regional chauvinistic politicians
where actively trying to scuttle Kochi’s development
this blog had to fight a lone battle, albeit on net.
But, No Longer !

Political voice has woken up in Kochi. There is
realization that economic potential alone will not ensure
development, Political voice is essential !!
Situation is just the opposite in the crony capital
Trivandrum where everything has political backers, but
no growth potential. Save Kochi Forum can be a good
beginning. Already various trade unions, political
organisations, business and various actrivists have woken
up.

As an aside, this is the after effect of liberalisation.
Merit takes over and “titles” are reduced to junk status.
Our crony capital Tantrum “city” is learning it the hard
way. To illustrate this effect, in 1990 there were more vehicles*
in Trivandrum than Kochi (most were govt vehicles). In 2007,
Trivandrum has been so outnumbered that for it to reach the present
registration series in Kochi - KL-7 BF - it will take 4 years.

A FAR-reaching directive to government

KOCHI: The Kerala High Court has directed the State Government
to pass fresh orders within three months regarding the applicability
of the provisions relating to Floor Area Ratio (FAR) contained in
Kerala Municipal Building Rules of 1999 as against the provisions
in the Structure Plan of 1991 for central Kochi.

While the statutory rules permitted a Floor Area Ratio of up to four,
the structure plan notified by the government covering Corporation
areas, Tripunithra and Kalamassery municipalities and nine nearby
panchayats, prescribed a maximum FAR of 1.5, resulting in the
rejection of building plans submitted to the Corporation and
Tripunithura municipality by various builders.

The rejection of building plans was challenged by the builders
concerned seeking a declaration that the Corporation and the
municipality were bound by the 1999 rules with regard to FAR
while considering their applications.

The government had issued an order on December 31, 2004,
clarifying that as far as the Corporation of Cochin is concerned,
Kerala Municipal Building Rules of 1999 would prevail over the
Structure Plan of 1991 in the matter of Floor Area Ratio.

But, subsequently, by another order dated August 28, 2006,
allegedly on the basis of a direction contained in a judgment by
the High Court, the government cancelled its order on December
31, 2004.

The court also struck down the government order dated
August 28, 2006, cancelling its earlier order dated December 31,
2004. The court also struck down the instructions issued by the
Regional Town Planner to Tripunithura municipality regarding
Floor Area Ratio applicable to areas under the municipality.

The court directed that before passing fresh orders as directed
by the court, the government should take into account the
observations contained in this judgment and hear the Corporation,
the municipality, the representatives of various builders, and
anybody else who in the opinion of the government would be
concerned in the matter.

The court also directed the Corporation and Tripunithura
municipality to consider the plans submitted for approval till
August 28, 2006, the date of the quashed government order, and
decide them in accordance with FAR permitted under the 1999
Building Rules.

Applications submitted subsequently should be processed and
order should be passed to the extent of permitting constructions
within the FAR permitted under the Structure Plan of 1991.

Finally, Kochi wakes up against parochial manipulation
by a moron installed as Chief town planner. The denigrate
eats tax money from Kochi and tries to stab from the back.
The FAR “order” has already been challenged in court and
now the semi-literate minister in charge of the dept (who don’t
think courts are quite important) can face the people’s power
head on (to put his head to some use).
